African Seed Sector Performance Index (ASSPI)
The African Seed Sector Performance Index (ASSPI) is a collaborative initiative of the African Union Commission (AUC), AGRA's Center of Excellence for Seed Systems in Africa (CESSA), and TASAI Inc. It provides a standardized, score-based framework for assessing the health of national seed sectors across the African continent. The ASSPI was first conducted in 2023; this second round, conducted in 2025, builds on that pilot with expanded country coverage, refined methodology, and the first systematic time-series comparison of seed sector performance across Africa.
The ASSPI serves a dual purpose: it provides seed sector data for the African Union's 5th Biennial Review (BR) Report under the Comprehensive Africa Agriculture Development Programme (CAADP), and it functions as an independent diagnostic and planning tool for national governments, regional economic communities (RECs), development partners, and the private sector.

ASSPI is a collaborative initiative of three organizations working together to strengthen Africa's seed systems.
African Union Commission (AUC)
The African Union's secretariat, based in Addis Ababa, Ethiopia. The AUC runs the AU's day-to-day activities — representing the Union, implementing decisions of its organs, and coordinating policies and programmes with Member States and Regional Economic Communities.

AGRA's one-stop center for building functional seed systems in Africa. CESSA runs seed system analysis (SeedSAT), catalytic grants, and technical assistance and training — helping governments, the private sector, and partners strengthen variety development, seed production, and market access.
